Africa Finance Corporation (AFC) and Vision International Investment Company (Vision Invest) of Saudi Arabia signed a shareholder subscription agreement on 1 September 2026 for a combined US$300m investment in WIOCC Group. The agreement was signed at the LEAP 2026 technology exhibition in Riyadh.
WIOCC is a carrier-neutral, open-access digital infrastructure platform present in more than 30 African countries, with subsea cable assets, terrestrial fibre, metro networks and hyperscale data centres. Its existing shareholders include Uganda Telecom, Djibouti Telecom, Botswana Fibre Networks, TelOne and Telkom Kenya.
WIOCC said the capital will accelerate data centre deployment and consolidation and expand its open-access terrestrial fibre footprint.
