Vice President Kashim Shettima unveiled the Nigerian Capital Market Master Plan 2.0 at the National Capital Market Conference in Abuja on 19 October 2026. The plan aims to grow the market from about N250trn to N750trn by 2036.
Finance Minister Taiwo Oyedele set out targets that include raising equity market capitalisation from 33% to at least 60% of GDP, listed companies from 146 to 250, and retail investors from 6 million to 20 million. Its focus areas include state bond financing with better transparency, capital raising for agriculture and solid minerals, and less reliance on bank and foreign borrowing.
National Savings Scheme
The SEC, led by Director-General Emomotimi Agama, also announced a National Savings Scheme aimed at traders, farmers and young graduates. Funds would be managed by SEC-registered fund managers, with legal backing under the Investments and Securities Act 2025. A memorandum of understanding between the SEC, the Nigeria Revenue Service and FSD Africa is intended to support proposed tax incentives.
Listings on the agenda
Senator Osita Izunaso, chairman of the Senate Committee on Capital Market, called for listings of NNPC Limited and major telecoms companies. NNPC said in September that no offer date had been set.
