WIOCC Group has signed a shareholder subscription agreement under which Africa Finance Corporation and Vision International Investment Company will make a combined US$300 million investment in the digital infrastructure platform.
The investment was announced on 1 September 2026 and is intended to support WIOCCโs expansion of open-access digital infrastructure across Africa. The company operates in a market increasingly shaped by demand for data capacity, cloud services and artificial intelligence infrastructure.
AFC subsequently announced that the U.S. International Development Finance Corporation intends to join AFC and Vision Invest as an investor in WIOCC. The announcement followed an AFC-hosted roundtable at the Global Africa Business Initiative in New York.
The transaction illustrates how infrastructure capital is increasingly extending beyond roads, ports and power into the underlying networks that support digital commerce. Fibre, data centres and connectivity infrastructure have become strategic assets for economies seeking to support technology businesses and digital public services.
From a legal perspective, investments in cross-border digital infrastructure can require coordination across corporate, foreign investment, financing, regulatory, technology and infrastructure regimes. The commercial value of the asset is only one part of the transaction.
Meridian view: Digital infrastructure is increasingly being treated as core economic infrastructure. The WIOCC investment is therefore relevant not only to technology advisers but also to lawyers working across infrastructure, private capital, telecommunications and cross-border investment.
