Ghana’s Petroleum Hub Development Corporation (PHDC) has announced a US$28bn deal for Phase 2, or Lot Two, of the petroleum hub at Jomoro in the Western Region, near the border with Côte d’Ivoire.
A consortium led by Global Sphere, with partners reported to be from South Korea, the United Arab Emirates and Mali, is to deliver a 300,000 barrels-per-stream-day refinery, two petrochemical plants, 4 million cubic metres of storage and a multi-berth jetty. The project is described as a build-operate partnership. Construction is due to start in the first quarter of 2027, with completion in 2031, subject to preparatory requirements.
The financing mix, equity split and operating term have not been published. Phase 1, a US$12bn package of three refineries and five petrochemical plants, is being developed with Touchstone Capital Partners.
