Signed 28 January 2023 in Tripoli, in the presence of Italy’s PM Meloni and Libya’s GNU PM Dbeibah: Eni and Libya’s National Oil Corporation agreed a 25-year, US$8bn development of two offshore gas fields (Structures A and E, c.6tcf) targeting 750–850 mmcf/d plateau, first gas (originally 2026; now guided to 2027) plus an onshore CCS facility, the largest investment in Libya’s upstream in over two decades.

The deal drew a legality challenge from Libya’s oil minister (who claimed a revenue-share change from 30% to 37%) and remains the test case for doing energy business in a divided state.

Value: US$8bn (verified against public announcements).
